Set in 1890s New York City, the Tenderloin is the thriving Red Light District in Manhattan, which the new and principled preacher, Dr Brock, is determined to get closed down. He meets his match in the New York Police, led by Lieutenant Schmidt, who receive a hefty percentage from the Tenderloin workers. Tommy Howatt, a budding journalist, who also sings at the Tenderloin, attempts to dupe both Dr Brock and Lieutenant Schmidt and is obsessed with society beauty, Laura Crosbie.
